This advice from Joe got me thinking, and I realized I also have such a friend, so I followed his suggestion.

Attitude of locals to cannabis in Kayseri

Even though high THC cannabis is strictly regulated in Kayseri - local inhabitants of Kayseri are not against it at all. Young people and tourists are top target audiences for weed dealers.
