On my very first day in San Salvador I got acquainted with Sam who has lived here for 3 years already and who is also a regular cannabis smoker. He shared a joint with me and told some stories. As he told that despite non-medical weed being prohibited - cops are relaxed and calm in everything related to cannabis, with some rare exceptions.

According to Sam - if you have not more than 10g of weed or 5g of hash and you are not doing any other bad things in public - cops should not punish you. I haven't purchased low-quality weed in San Salvador, so I'm not sure about the prices for that, but they should generally be lower.
